in Salmon Arm has found herself the subject of the municipal districts moral umbrage and is being legislated out of business by a by law that requires her to keep
record of her clients -or anyone inquiring about her services -and The B.C. Civil Liberties Association has already cried foul - saying forcefully the district is over stepping its mandate and its heavy-handed bylaw aimed at Kitty is wrong. "They've created a whole bylaw for her," said Murray Mollard, policy director for the association. "Our concern is that this bylaw is aimed at running the woman out of town. They don't like this type of business in town. This is an attack on the immoral nature of this business and legally the council has no jurisdiction over the morality of this business. Prostitution is legal in Canada." Needless to say, the good burghers disagree and maintain they are only trying to regulate civic commerce. Kitty (aka Debbie Robinson) roused herself Thursday to tell me she would never provide the details of her business to the prurient-minded but hollier-than-thou civic officials. "McDonald's doesn't have to get the name and address of every person who buys a cheeseburger, so why should I have to?" The beleaguered but unrepentant businesswoman complained after emerging from her soak. "Obviously They don't want me here." The 32-year-old mother of four's troubles started in March, when she moved to the Shuswap community of 16,500 from Campbell River on Vancouver Island. Kitty, who said she has been in the escort business since last fall, took out an advertisement in the local weekly newspaper and uploaded promotional material on to the Internet. Although Kitty holds herself out as a single, owner-operated business, there are similar All-Pro Escort Service "franchises" operating in other B.C. towns, especially on Vancouver Island. Kitty is described on the All-Pro web site as a "certified Emergency Sexual Technician," a
beautiful, blue-eyed blond (5'8", 135 pounds, 38D-29-36). She is said to be "of French heritage ...very open minded and loves to have a good time" -at prices starting at $125 for 30 minutes and ranging up to $640 for four hours. Within a month of opening up her business, Kitty said, the local media were calling to say the civic council was fulminating against her and readying a bylaw to shut her down. "They wanted the name address and phone number of anybody who calls me, so they can shun them, point them out to the community or God knows what!" Kitty fumed. "They wanted $3,000 for a business license and a list of my services. They never even called me. As far as I'm concerned, I sell my time, which includes my confidentiality, and what happens behind closed doors between two adults is none of anybody else business. Everybody has a right t privacy." Doug Lagor, The District Of Salmon Arm's Administrator, was unmoved by Kitty's outrage and unsympathetic to the complaints of constitutional wrongdoing. "I'll be honest with you" he said, "The district legally cannot ban escort services, but it can make it difficult for such businesses to operate." Municipalities in Canada from coast to coast have followed a similar tack - adopting bylaws that impose varying fees and regulatory strictures on escort services and similarly unwanted commercial enterprises such as video game and body-rub parlors. "We don't have any battle with Kitty -we haven't even spoken to her," Lagore said. "We don't even know if she's operating in town although we hear she is. But we have the authority to regulate business and zoning." Lagore said the district revamped its business bylaw last fall before Kitty arrived in Salmon Arm. It set the licensing fee for escort services and massage parlors at $3,000 -although the usual permit fee is about $200. After Kitty set up the only ! escort shop in the area, however, the district amended the licensing bylaw May 13, imposing regulations that require escort services disclose personal information about employees, clients and potential customers. Mollard, of the civil liberties association, said he believes such bylaws are unconstitutional ) because they exceed the purview of civic authority by trying to regulate morality, not commerce. "This is a small town and it's no business of the state's who's using these services or who's working there," Mollard said. "I don't see why the agency should be supplying a local government inspector with all the employees' names and personal information. There is no good reason for demanding that information. This is just meant to under- mine this company's ability to do business." Lagore disagreed. "I know there has been some talk that we're violating her civil liberties, but there's a security issue here," he added. "We are concerned about protecting the escort -if they disappear do you know the last place they went? That's what this is about. We are not opposed to her or her business. Some communities are much more restrictive than we are." As for Miss Kitty she plans to brazen it out.
