And District of Salmon Ann council doesn't want her type of business here. Kitty is advertised by All Pro Escorts on their Web site as available for work as an escort in the community. Although All Pro Escorts notes a Salmon Ann operation, they do not have office space in the community. The phone number listed for the Salmon Ann service is a cell phone. A bylaw was introduced at Monday's
meeting requiring all employees must
provide their name, age and address to the license inspector. In addition, they
must
maintain a written record of every request to provide an escort including the
name
and address of the person requesting the The Web site offers the services of gorgeous, sophisticated and elegant ladies and goes on to note, "all of the attendants are E.S.T. certified (Emergency Sexual Technicians)." All Pro includes a star-rating system for their attendants, which describes the criteria for earning a star. Escorts get the star rating for having a selection of "toys" including a supply of condoms and lube. Attendants can lose a star for conduct such as using hard drugs or for making a client wait for more than 10 minutes. The site also provides a 27 page section on prostitution law reform in Canada. The Observer contacted the local number listed for All Pro Escorts and the owner, who would not give her name, says she does have a business license. The District of Salmon Arm, on Monday however, has no record of any such license. Council has previously set the business license fee for escort services and massage parlors at $3,000. This is significantly higher than any other license fee and was set up in an attempt to discourage these operations from locating in the community. The woman from All Pro Escorts also had a message for council before hanging up the phone. "You can let council know they can take a flying, jumping leap," she said. Clint Beck, who founded All Pro Escorts and owns the Courtenay operation, said the owner of the Salmon Ann franchise is Debbie Robinson. He said the business has faced similar regulations in other communities and has no problem complying with most of the proposed rules. He does, however, object to the requirement to reveal clients names and addresses. "That is against the law. I believe that is part of the Privacy Act, "he said. Council was unanimous in their desire to take action against this type of business, but there was debate about whether the bylaw was the appropriate method. Coun. Charles Nash said he was not " in favor of the restrictions on the business license, preferring to remove the category all together, thereby denying any right to operate. The other members of council felt the proposed bylaw was a more appropriate way to deal with the issue after it was pointed out by staff that the district can not refuse to license a business if they are not in violation of the Criminal Code. District administrator Doug Lagore told council the bylaw, similar to one already in place in Nanaimo, would assist the RCMP, who would be enforcing the bylaw. He said the stronger controls on the business would act as a deterrent. The first three readings of the bylaw - were passed with Nash opposed. Beck said the service is a legitimate business and is already proving to be very busy in the Salmon Arm area. "That shows (councilors) probably don't know their community very well," he said. When asked if the employees sell sexual services, Beck said, "not that I'm aware of."
